Position Title: Program Coordinator, CBSI
Location: Nassau, Bahamas
Start Date: September 2014

Position Summary

PADF seeks a medium term consultant to serve as a Program Coordinator for the Caribbean Basin Security Initiative (CBSI) in the Bahamas. The program will focus on community-level anti-violence assistance among citizens, law enforcement and justice sector officials.

Major Duties and Responsibilities
  • The Program Coordinator is responsible for day-to-day administration of the Community Anti-Violence Program.
  • The incumbent will be required to maintain good relations with all official government and program partners, as well as take initiative by troubleshooting problems and finding practical solutions in a fast-paced and complex environment.
  • The incumbent will support the development and implementation of general program management instruments, including monitoring of program activities and evaluation of program outputs.
  • The incumbent will provide program support through the production of informational materials in support of the program, coordinating events and logistics, maintaining and developing several program databases, and managing communication tools to promote the program’s achievements on a regular basis.
  • The incumbent will be responsible for facilitating all Community Action Projects (CAPs) and law enforcement trainings.
  • The incumbent will collaborate with government, regional and U.S. NGO partners, including international police consultants.
  • The incumbent will maintain regular communication with program beneficiaries, including police and other government officials, as well as interact with local partners in the country.
  • The incumbent will manage internal PADF program administrative documents.
  • The incumbent shall support the program as needed with correspondence, research, quarterly reports and other tasks as assigned.

Qualifications and Experience

  • Minimum undergraduate degree, preferred masters, in police sciences, criminology or public policy.
  • Minimum of 5-10 years preferred, in positions of increasing responsibility, preferably working on police and/or justice sector reform programs in the Caribbean.
  • Prior management of social development programs focused on youth at risk, and implemented in collaboration with local police and government officials.
  • Operational experience in planning, implementation and management of large USAID, State Department or other international donor grants or contracts (donor/host government/local institutions arrangement).
  • Excellent interpersonal skills, including demonstrated leadership and team- building experience; ability to communicate effectively with program/technical staff. Superior diplomatic and relationship management skills.
  • Demonstrated capacity to operate in complex, post-conflict environments in multi-cultural and multi- ethnic settings.
  • Demonstrated ability to manage, negotiate and coordinate with consortium partners, sub-contractors, and multi-disciplinary short-term and long-term technical assistance teams under complex organizational arrangements.
  • Knowledge of standard Microsoft software.
  • Priority will be given to candidates with knowledge of local government institutions, especially the police and justice sector.
